Flagstaff Area ATV Club Minutes – April 14, 2019

38 members and guest were present. Meeting was brought to order at 10:00 a.m. By President Edie Dunlap with the pledge of allegiance.

 

Presidents Report:   Edie Dunlap,  breezy1@tdstelme.net

  • Thank you letter from Western Maine for donation to the 2018 Santa Toy Run. They raised $3,372.00 this year. In the past 22 years a total of $87, 282. 00 has been raised for the children of Franklin County.
  • Pine Tree Camp Annual Spring Appeal. We usually do a $100.00 donation.
  • Bank Accounts were balanced to bank totals and were moved from Skowhegan Savings to Franklin Somerset Credit Union. There are two accounts – one for club and one for Trails.
  • Flagstaff ATV Club Facebook page is up and running. So far there have been likes from people who have seen it. Hopefully more people will see Trail openings/closing, updates and scheduled work parties. Will Snorr had told me he would do it for free but he spent 3 to 4 hours setting it up with pictures, etc. I asked him if he would give me a bill as it had taken a lot more time than we thought it would. He also is helping with any issues that may arise. He did provide me with a bill of $35.00 which I feel is pretty reasonable and would like to pay him that amount.
  • We talked last meeting about a fund raiser club ride with Life Flight. I will get more info from them if they are interested and what they would expect from us.
  • A Xmas party was also discussed for the first weekend in December. I have checked with the town hall and the first weekend in December is open on Saturday night the 7th and Sunday morning.     
  • Joe, Elaine, Dale and I attended the Maine ATV banquet Saturday. 11 members of our club received coffee mugs for 40 hours or more of volunteer work. They are Dale Dunlap, Fred Smith, Chris Currier, Joe Marcoux, Lee Morin, Joe Gallant, Susan Jackman, Gloria Smith, Burchard Jackman, Edie Dunlap and Bob Adams.
  • Brian Bronson set up a regional meeting in Farmington with area clubs and AFM, Wagner and Weishausuer. Brian said they are still waiting for LD212 to get passed to put more money into the ATV program. We will not get as much as he hoped and said that because of the increase in municipal grants that they will be no new trails for any of the clubs. In the last few years there has been 500 miles of ATV trails that have been either permanently or temporarily closed. We will need to maintain the ones that we already have. The big land owners are also requiring more from clubs and would like to see some members of each club become DEP certified in soil and erosion control. The classes are only held in the spring and we were able to find openings in a class in Strong that was held on the April 3rd. Dale, Fred, Bob Adams, Bruce Wyman and Chris Currier all attended the day long class. When the trails are ready to be worked on they will set up a work site, finish the project and DEP will inspect it. If passes they will get their certification. The cost was $75.00 plus $6.00 for lunch for each one for a total of $405.00. Brian said that there are 2979 landowners that allow ATVs on their property.
  • AFM was pleased with the work we did last year and have renewed our lease for this year. They will allow us to open the trail back up to the Wind Towers once we get the re-route and maintenance done on the trail.
  • We have received the paperwork for this year’s municipal grant and will be filling it out again this year.
  • We have some dates set aside for club rides this year. Last year we did 3 – Red Onion, Tim Pond and our foliage ride for a cookout. June 22, July 20, August 17 and 24th, Sept. 28 and Oct. 5th. Would we like to do Tim Pond and maybe Sarge’s instead of Red Onion as they are a new member this year?
  • Free weekend for ATVs from other states will be August 16-18. The ATV’s must be registered in their own state in order to ride here on that weekend.
  • Is there any interest in hosting an ATV Safety Class?
  • We were told we only have 6 Western State Club in our area left, at the ATV Me Banquet.

  • Membership deposits were $2,685.00 donations $625.00 total $3,310.00
  • Paid out was Website, Town Hall, P O Box, Door prize gifts, ATV Me Banquet, Town Hall, Annual Taxes report, Checks, Indian land permit, monthly bank statement fees,J.L.Brochu.$2,690.46  
  • Club is doing good as we start our 2019 season next month.

Secretary Report :   Elaine Marcoux,  erm@myfairpoint.net

  • Packet will be mailed out May 16th Thursday.
  • Membership are 24 Businesses (3 new ones), 24 Newsletter and 49 Website members total 97. Last year at this time we had 106.
  • We went to the ATV Maine Banquet on April 13, we were told as of Nov 1, 2018 to May 1, 2020 will have $3,500.00 Accidental Death & Dismemberment benefits. This is a 24 X 7 coverage.  If you do not want to be call don’t fill in the post card that is sent to you. Fill in the Beneficiary name and file it with your personal paperwork.
  • If you are looking for additional Insurance send it in.  If you have to file a claim contact us and we will guide you to the correct person. You also have to complete the application from the club correctly, all names in the immediate family on app.  As for Businesses the owners has to have his or her name on the app.
  •   Our 50/50 winner was Fred smith $32.00 donating it back to the club. Nancy Charest was our door prize winner with a gift card from Pines Market.

 

Trail Master:   Dale Dunlap,  breezy2@tdstelme.net  

  • The side x side was taken over to Rev-It-Up in Rangeley for maintenance and winterizing. Fred has the Kubota in his garage and has been working on it this winter doing general maintenance to get it ready to go this spring.
  • We cannot get on the trails yet but will be out as soon as we can.
  • Our first priorities will be the Rt. 27 end of the Carrabassett Trail and the Wind Towers Trail and the Rangeley Trail. Now that the rest of the Carrabassett trail has been fixed last fall a lot more people will want to ride it so need to get that area done. The state will pay to do the work as the trail is on their land. They will use their equipment and we will just need to provide man power to help them. I have a picture of the re-route that needs to be done on the Wind Tower Trail. The area marked in red will be where the new section of trail will be located. One part is to get us out of the black muck and the other section AFM asked us to extend our existing trail through the woods further and then come down to just cross over the K & B road to Antler Hill instead of traveling on their gravel road.
  • I have talked to Jimmy Brochu about grading and fixing trail from Quill Hill to Rangeley. Once we have his quote we will be talking to the businesses in Rangeley about helping to pay for half the work.
  • I am getting quotes for the work that will need to be done on the trail up by Bug Eye. AFM wants us to move onto the snowmobile trail to get us up on higher ground. That section is pretty wet in the summer and will have to do drainage and culverts. The snowmobile club knows that we are going to move there and will work with us to make it acceptable for both clubs to use.
  • I would like to get some volunteers that would be willing to take different sections of our trails to be responsible for. You would be riding the trail at least every other week and checking for issues. Any small maintenance issues you would handle – such as trimming, opening up water bars that may have gotten plugged up, etc. Any major work that needs to be done like culvert repair, drainage, bridge repair, etc. would get reported to either me or Fred and we will get a work party together to get it fixed. I have a map of the trails and if anyone would like to stay after the meeting for a few minutes to let me know what section you would like it would be appreciated.

    Are trails opening this weekend

    Some of our ATV trails will be open Saturday June 1st. Ones that are to wet or need work will remain closed. Please obey any closed signs and stay off those trails until opened. Thank you.
