Flagstaff Area ATV Club Minutes – June 14, 2020

20 members were present. The meeting was brought to order at 10:00 a.m. By President Edie Dunlap with the pledge of allegiance.

The meeting was opened with a moment of silence in memory of Joe Gallant. A long time member and someone who loved atving and also volunteered his time on the trails whenever he could. We will miss his laughter and smiling face. Joe’s family had requested that instead of flowers donations may be made to the Flagstaff ATV Club. The total of donations made in his memory is $1,190.00. 

Elaine Marcoux has resigned from her office as Secretary to spend more time with the family. We thanked her for her 8 years of helping the club and will look forward to still having her and Joe as members.

Our club has purchased the dump trailer we voted on last year for use while working on the trails. Last fall knowing what work that was going to be needed on the trails I wrote a letter to the Town of Eustis budget committee asking if they would be willing to give us $7,000 towards the purchase of the trailer and work needing to be done on the trails. They agreed and it was put in the budget and approved at the town meeting. 

I have submitted a municipal grant application for $81, 594.20 but was told by Brian Bronson that because of the lack of money everyone’s grant will be cut some. I received the revised grant yesterday and they cut our grant by $10,000 to $71,529.86. That would give us $50,020.90 of state money to spend on trails. 

Last year we voted to give Adrien Brochu $1,000 for the upkeep of Quill Hill. After talking to his family it was decided to donate $300 each to Pine Tree Camp and Camp Sunshine. The rest of the money will be put into the donation box at Quill Hill to help with the maintenance. It is a beautiful place and we feel fortunate that they allow ATV’s up there to enjoy it. Please respect the property and drive slowly with caution on the road. 

The annual ATV banquet scheduled for April was cancelled for this year.

After a short discussion it was decided not to have the club ride to Red Onion this year as it would be very hard for them to accommodate our large group with the mandates that are in place right now.  Tim Pond is willing to work with us on our annual ride to their camps. The majority of the seating would be outside as there is not enough room in the dining hall and the meal would need to be something made before we get there and handed out in to-go containers. The ride is usually rain or shine so if the weather looks like it might be raining we will take the clubs pop up tents to put over the picnic tables. The date for that ride will be Augusta 15th. We will have more details at the next meeting.  

I have a few articles of clothing from Logo Logic in Bingham for everyone to look at. They carry all of the styles of clothing we have been carrying and the prices are less than what we have been paying. Just asking for some opinions of their clothing and maybe changing to them as they are local, less expensive and could just pick things up there rather than pay for shipping. 

I received an e-mail from Brent West who is the new executive director of High Peaks Alliance asking the club to give a letter of support for its application for funding through the Forest Legacy Program that will protect Quill Hill and Perham Stream property from development. I talked to Chris Brochu and he assured me that the ATV club would not lose our trails on the property and would make sure that is in the agreement. I have also forwarded it to Brian Bronson who will be keeping up on the wording in High Peaks application for the grant. Both feel that supporting it will not be detrimental to the club but would ensure the keeping of the ATV trails. The club voted that if we can see a copy of the application that insures that the ATV trails will be protected then we will sign the letter of support. 

Family Fun Days has been re-scheduled for the first weekend of August pending what happens with the state guidelines. Should have an update by our next meeting. 

Again this year we were presented with a map by AFM on trouble spots. There were 4 of them, one from Tea Pond to the Indian Land, one on the connection via Brochu Bridge, one on the Carrabassett Trail and one up at the Natanis Trail. After we get them done to AFM and BMP specifications they will consider letting us get the work done that we need to do to open the trail back up to the Wind Towers. Right now Tea Pond is helping out with the section by their place; Dale and Fred have just finished one of the sections by Brochu Bridge. We will be looking at Carrabassett Trail with Brian Bronson to see what they want fixed there and will then tackle the Natanis section. Right now most of the work is being down with the excavator and Kubota but will be putting some work parties together to do some trimming on the Indian Land section in the near future and will have one bridge to build. If you have some extra time and want to trim when you get a chance that would be great. Just keep your hours to turn them in to me.

Last year we rented the excavator at the end of the season but felt this year it would be better to get it at the first of the season and hopefully have most of the work done before it gets late. Last year we rented it for 2 months and would like to do that as well this year. This helps us get some of the medium jobs done so we don’t need to hire others to do those or have to work three times as long to get them done with the smaller backhoes. I would also like a vote from the club on leasing Fred’s tractor with rock rake and Dale’s Kubota for working on the trails again this year so they can be insured through V & V for the liability we are required to have by the paper companies. The club voted yes on both items. 

The new signs are done for the Entering and Leaving Flagstaff ATV Club Trails. The boys will get them up as soon as they get a chance. 

We have one landowner in Rangeley that is having issues with ATVs and snowmobiles going into a big field and some gravel pits on her land that boarders Depot Road. After talking with the landowner the best solution was to get a gate to keep everyone out of the field. We bought the gate and Jake from Boss Power Sports, who is working with the landowners in Rangeley for us, is going to get it set and put rocks on either side of it.

We could not get started on the trails early this year because of the frost and snow hanging on for so long. 

Our first project this year was fixing the mud hole on the new boneyard trail’s upper end. It was ditched and mud removed, graveled, filter paper installed and more gravel hauled to build the trail up. In all we hauled 90 loads of gravel ( 4 yards a load) in the dump trailer to take care of that trail. Some of the haying has been done but will need to finish that this week.  

Went up above that section with the Kubota and rock rake to bring in the corners and smooth it out where it was banked up. 

Replaced a culvert by Perry Road.

Did some ditching and replaced one culvert and reset one culvert at Harris Pasture. Hauled gravel, did ditching and some water bars to divert the water from the road on the Canyon Trail. 

Worked on the trail from Brochu Bridge towards Route 16. Installed one culvert, re-set one culvert, pulled rocks, ditched and York raked the trail. 

Craig at Tea Pond fixed the bridge that was damaged last year from the beavers. His crew also started at the Lodge and widen the trail, replaced the small bridge and continued to the gravel pit. We have hired his crew to continue repairing the trail the rest of the way to the Indian Land. This is one of the sections that AFM had circled on their map for repair. 

We bought 3 mats from the mat place in North New Portland to use on bridges as they were selling them for $200 each. Jim Brochu picked them up and brought them up for us. 

We plan on starting this week filling in the pot holes on the Stratton Trail from Spillover to Flagstaff Fuel as well as the holes in through the Pines and towards Pines Market. 

 

Our next meeting is Sunday, July 12th, 2020 at the Town Community Hall in Stratton at 10:00 a.m.
